Can this router replace a VPN service? Is the pre-installed VPN as secure as a paid VPN service?

No, the router cannot replace the VPN service. You still need to pay for VPN service providers to get the VPN service.

Can it connect with a hotel Wi-Fi that uses a web page for access?

Yes, it can connect to public or hotels’ Wi-Fi.
